Our Founders

Susanne Seagrave, Ph.D.
Susanne Seagrave is the former Deputy Director of the Division of Institutional Post-Acute Care in CMS’s Center of Medicare, with more than 27 years of health care policy experience. At CMS, she led strategic planning, operations, and policy development for the IRF and SNF payment systems, advised senior leadership on payment reform initiatives, and represented CMS in high-level engagements with providers, contractors, Congress, and other stakeholders. She also directed Medicare data analysis and market-based pricing initiatives.

She holds a B.A. in Economics from Stanford University and a Ph.D. in Economics from the University of California, San Diego.

Todd Smith
Todd Smith is the former Director of the Division of Institutional Post-Acute Care in CMS’s Center of Medicare, with more than 25 years of health care policy experience. At CMS, he oversaw Medicare post-acute payment systems, including the SNF and IRF Prospective Payment Systems, worked closely with senior leadership on legislative and regulatory implementation, and led the design and implementation of the Skilled Nursing Facility Patient Driven Payment Model (PDPM). He also advised stakeholders on complex Medicare payment and benefit policy matters.

He holds a B.A. in Political Science from Towson University.
